CAAT Evaluation Engineer
THIS IS NOT A REMOTE POSITION

Stafford, Virginia | On-site Support

Clearance requirement: Active Secret security clearance or ability to obtain and maintain one.

Position Overview

The CAAT Evaluation Engineer provides advanced technical assessment, solution architecture alignment, and demand-signal triage support to the PMO Capabilities Cell. This role alleviates the PMO’s analytical burden by conducting rigorous evaluations of candidate C2 capabilities, assessing requirements and architectural impacts, and supporting the movement of capabilities through the PMO Hopper, SPR, PMO Funnel, Capabilities Transition Kanban, and Epic Owner Kanban. CAAT Engineers act as integrators between portfolio-level engineering decisions and Agile Release Train (ART) execution, ensuring consistent technical rigor across requirements, architecture, system design, integration, test, configuration management, and verification activities.

Key Responsibilities

  • Conduct gap, scope, feasibility, and OKR analysis for new C2 capabilities considered for integration.

  • Evaluate technical maturity, architectural alignment, interoperability, and baseline impacts of candidate solutions.

  • Support PMO capability movement through Hopper, SPR, Funnel, Transition Kanban, and Epic Owner Kanban.

  • Monitor emerging technologies and assess applicability to  modernization.

  • Apply disciplined systems engineering processes including requirements traceability, interface analysis, and configuration control.

  • Determine originating requirements and affected baselines for proposed technical changes.

  • Perform structured assessments of technical proposals across engineering domains.

  • Prepare decision-ready technical recommendations for PMO leadership.

  • Develop engineering documentation, technical assessments, TIM materials, and lifecycle traceability products.

  • Identify cross-ART technical dependencies, risks, and integration challenges.

  • Participate in IPTs, WIPTs, TIMs, design reviews, and CCBs as technical advisor.

  • Return test findings, deficiencies, and operational feedback to ARTs for corrective action and ECP planning.

Required Qualifications

  • Experience conducting system-of-systems engineering evaluations in DoD environments.

  • Expertise in C4ISR/C2 systems architecture, interfaces, and operational environments.

  • Experience with configuration management, ECPs, ICDs, specifications, and verification artifacts.

  • Strong ability to consolidate complex technical analyses into clear recommendations.

  • Experience participating in IPTs, design reviews, and technical integration forums.

  • Knowledge of requirements decomposition, traceability, interface analysis, and risk identification.

Preferred Qualifications

  • Experience supporting USMC, Navy, or Joint C2/C4ISR programs.

  • Familiarity with Agile or SAFe-based engineering environments.

  • Ability to evaluate emerging technologies for tactical application.

  • Advanced proficiency evaluating technical drawings, network designs, and V&V artifacts.

Expected Deliverables

  • Capabilities assessments, gap analyses, and OKR alignment reports.

  • Technical recommendations supporting Hopper, SPR, Funnel, and Epic Kanban decisions.

  • Engineering assessment packages (B002/B003 artifacts).

  • Architecture and interface impact analyses.

  • Risk and dependency mappings.

  • Updated configuration baselines and requirements artifacts.

  • Technical briefing materials for PMO decisions.

  • Returned test findings and integration issues to ARTs.

Conditions of Employment

  • U.S. citizenship is required.

  • An active Department of Defense Secret security clearance is required.

  • This position is contingent upon contract award.

Candidate Profile

The ideal candidate combines rigorous systems engineering judgment with practical experience evaluating complex C2 and C4ISR capabilities in Department of Defense environments. They can translate ambiguous demand signals and complex technical evidence into clear, decision-ready recommendations; assess architecture, interfaces, requirements, baselines, risks, and integration impacts; and collaborate effectively with PMO leaders, technical stakeholders, and Agile Release Trains. They are methodical, mission-focused, and comfortable working across portfolio governance and engineering execution to move viable capabilities toward implementation.

Salary Range

$110,000–$145,000 annually. Final compensation will depend on the candidate’s qualifications, experience, skills, clearance status, and other job-related factors.

OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
