Budget Analyst
Mid-level Budget Analyst position supporting DoD Acquisition Program budget execution, oversight and reporting of obligations and expenditures, resolution of discrepancies in reports and provide assistance with development of spend plans and obligation phasing plans. The incumbent will work at the customer site on MCB Quantico as part of the program's Financial Management team.
Job Requirements/Primary Responsibilities:
The Budget/Financial Analyst is responsible for performing financial tracking tasks, financial reporting management, financial data updates, input to budget analyses and budget controls tracking through various phases of budget execution. General taskings include:
- Utilize tools such as Defense Agency Initiative (DAI), CERBERUS, Defense Cash Accountability System (DCAS) and the Management Accounting Office (MAO) SPO site.
- Assist in the preparation of routine financial management efforts such as phasing plans, Execution Review reports and the development of POM submissions and associated artifacts.
- · Create financial slides, charts, graphs and periodic status reports based on data from multiple financial management databases, spreadsheets, and reports.
- · Retrieve Status of Funds and Active File Data Element Reports from ReportNet and other financial systems/databases as required for reconciliation.
- · Track commitments, obligations, and liquidation status and record each in financial reporting systems, coordinate with the appropriate personnel to resolve those discrepancies.
- · Track issues related to unobligated and un-liquidated funding of programs in preparation for the Budget Execution Validation (BEV) (formerly known as Dormant Account Review - Quarterly (DARQ)) reviews.
- · The contractor shall track the creation, approval, distribution, and administration of funding documents in PR Builder.
- · Support development of spend plans, Program Execution Plans, Obligation Phasing Plans, budget spreadsheets, and financial planning documentation.
Experience:
Bachelor's degree in related field and two (2) years’ experience OR a minimum of four (4) years’ experience in lieu of degree.
Skills and Abilities:
- Proficient in MS Office applications, particularly Excel
- Ability to use/proficiency with financial management systems such as SABRS and NHS Cerberus or similar.
- Detail oriented and organized
- Effective communicator
- Strong interpersonal skills
Additional Information:
Eligible for Security Clearance (Secret)
U.S. Citizen
Salary Range (Depending on experience) $75,000 to $100,000
